2 charged with being under the influence following traffic stop in Mount Olive

MOUNT OLIVE TOWNSHIP, NJ (Morris County) – Two men are facing drug charges following a traffic stop in Mount Olive Township Friday morning.

Kyle L. Royer, 28, of Washington was charged with DWI, possession of marijuana, possession of paraphernalia, under the influence of CDS, reckless driving, failure to maintain lane, open container of alcohol in a motor vehicle and CDS in a motor vehicle.

Troy E. Spinks, 28, of Washington was charged with possession of marijuana, possession of paraphernalia and under the influence of CDS.

At 12:29 a.m., an officer was on routine patrol when he observed a 2018 Chevrolet traveling west on Route 46 failing to maintain its lane of travel. The officer then stop the vehicle in the area of the Budd Lake Fire House, police said.

The officer made contact with Royer, who was the driver, and the officer allegedly detected the odor of marijuana coming from the interior of the vehicle and Royer appeared to be impaired, police said.

Royer exited the vehicle for field sobriety testing and was then placed under arrest. Officers found in the vehicle an open bottle of Jameson Whiskey and a vape pen containing suspected THC oil. The passenger, who was identified as Spinks, allegedly was found to be in possession of a second vape pen also containing suspected THC oil, police said.

Spinks was also arrested and both were transported to police headquarters where Royer submitted to chemical breath testing, police said.

Both were released to a sober driver pending a court appearance.
