4 arrested on theft, drug, fraud charges in Sussex County

FRANKLIN BOROUGH, NJ (Sussex County) – Four people were arrested on theft, fraud, and drug charges following a reported theft at the Verizon Store in Franklin, according to Franklin Borough Chief Gregory Cugliari.

On March 7 at around 5:00 p.m., police responded to Verizon Wireless store, located at 109 Route 23 south, for the report of a theft of a cellphone.

Verizon employees reported that two men had attempted to open fraudulent Verizon accounts. The employee stated that when he looked away, the suspects allegedly fled the store with a cell phone and other merchandise. The suspects left in a white van, Cugliari said.

Officers observed the suspect’s vehicle on Franklin Ave traveling toward State Highway Route 23 and was then stopped by police at the Hardyston School. The passengers were allegedly observed with narcotics visible on their faces, pants, and shirts as well as a hypodermic needle exposed in the vehicle. Heroin, needles, and assorted drug paraphernalia were found in the vehicle, Cugliari said.

Police found the iPhone, earbuds, and a Mophe charging case stolen from the Verizon store in Franklin, Cugliari said.

Also located within the vehicle were items found to be purchased fraudulently: 2 iPhones and an iPad from Washington, NJ, an Apple iWatch from PA, an Apple iWatch from Fort Lee, NJ. Recovered stolen were an Audiomod case, a Motorola commercial QR scanner, Yeezy Sneakers, Gucci Shirt, Versace sneakers, Ultimate speakers, and an American Express gift card, all from unknown retailers and locations, Cugliari said.

The recovered stolen merchandise was valued at over $7,000.00, Cugliari said.

Nine fraudulent credit cards with different names and aliases as well as two Texas Drivers Licenses bearing Joesph Owens’ and Ryan Slavico’s faces with different names were located in the vehicle, Cugliari said.

Police said the investigation is ongoing and the following four people were charged:

Joseph Owens, 34, of Bronx, NY formerly of Buena, NJ, was charged with multiple narcotic offenses, theft, possession of stolen property, several fraudulent credit card offenses, and false government documents or identification. He had a Atlantic County Superior Court Warrant. He was lodged in the Sussex County Jail pending a court appearance.

Ryan Slavico, 21, of Bronx, NY formerly of Atlantic City, NJ, was charged with multiple narcotic offenses, theft, possession of stolen property, several fraudulent credit card offenses, and false government documents or identification. He was lodged in the Sussex County Jail pending a court appearance.

Dominique Carney, 22, of Bronx, NY formerly of Vineland NJ was charged with multiple narcotic offenses, theft, and possession of stolen property and conspiracy to commit several fraudulent credit card offenses. She was found to be hiding additional heroin in a body cavity later during the investigation. She was wanted in Vineland, NJ and Seabrook, NJ with several warrants. She was lodged in the Sussex County Jail pending pending a court appearance.

Randolph Millington, 33, of Brooklyn NY was charged with multiple narcotic offenses, theft, possession of stolen property and conspiracy to commit several fraudulent credit card offenses. He was also issued a motor vehicle summons for possession of narcotics in a motor vehicle. He was lodged in the Sussex County Jail pending a court appearance.
