Man arrested after three-week long drug investigation in Phillipsburg

PHILLIPSBURG, NJ (Warren County) – A three-week long investigation into the alleged distribution of of heroin and crack cocaine in Phillipsburg has led to the arrest of a Warren County man, according to the Warren County Prosecutor’s Office.

The Warren County Prosecutor’s Office Narcotics Task Force, Phillipsburg Police Department, and the New Jersey State Police recently executed a search warrant at John J. Russell’s, 39, residence on Marshall Street in Phillipsburg and on a 2022 Chevrolet, authorities said.

The search discovered methamphetamine, crack cocaine, heroin, drug paraphernalia along with a .38 caliber handgun loaded with hollow point bullets. The revolver was loaded with three hollow point bullets and one bullet that was discharged, the prosecutor’s office said.

Russell was charged with three counts of third-degree distributing crack cocaine, three counts of third-degree possession with the Intent to distribute crack cocaine and heroin, second-degree unlawful possession of a weapon, second-degree certain persons not to possess a weapon, two counts of third-degree possession of a controlled dangerous substance, fourth-degree unlawful possession of hollow point bullets, and obstructing the administration of law.

Russell was held pending a detention hearing, authorites said.
