N.J. committee advances bill allowing contractors to partner on public works projects
TRENTON, N.J. — A Senate committee on Monday advanced bipartisan legislation that would allow independently registered contractors to partner together when bidding on certain public works and prevailing wage projects.
The bill, sponsored by Sen. Parker Space (R-24), aims to give contractors flexibility to jointly pursue major infrastructure projects. Current law permits registered builders to bid only as individual entities.
“This bill gives contractors the flexibility to collaborate on large projects while maintaining safeguards for workers and the state,” Space said. “New Jersey has enormous infrastructure needs, and by allowing builders to combine their skills and resources, we’ll see stronger bids, better outcomes, and more opportunities for our workers.”
Under the legislation, S-4281, any partnership or joint venture seeking to bid would be required to register with the Department of Labor and Workforce Development to obtain a Public Works Contractor Registration certificate. The partnership must also designate a primary contract manager.
The measure cleared the State Government, Wagering, Tourism, and Historic Preservation Committee and now heads to the full Senate for further consideration.
