Police arrest two men in Phillipsburg, seized 280 bags of heroin, $4,246 in cash

PHILLIPSBURG, NJ (Warren County) – Phillipsburg police arrested two Pennsylvania men on Wednesday and recovered 280 bags of heroin and $4,246, according to Warren County Prosecutor James Pfeiffer.

On March 3, Phillipsburg police observed a vehicle, later confirmed to have been driven by Ronald James, 35, of Easton driving erratically in the area of Mercer and South Main Streets, Pfeiffer said.

Following a brief pursuit, James and his passenger, later identified as Kalib Ruta, 20, of Bethlehem, exited the car and were found in the backyard of a residence on South Main Street where they were apprehended. A subsequent search of James, Ruta, the vehicle, and property yielded $4,246 in cash and approximately 280 bags of suspected heroin, Pfeiffer said.

James and Ruta were each charged with one count of third-degree possession with intent to distribute heroin and one count of third-degree possession of heroin. Both are held at the Warren County Correctional Center pending a hearing on the State’s detention motion.

A third-degree offense carries up to five years in New Jersey State Prison.
