Budd Lake Fire Chief arrested after allegedly masturbating in Shoprite parking lot in Sussex County

SPARTA TOWNSHIP, NJ (Sussex County) – The Budd Lake Fire Chief was arrested after he was allegedly  masturbating in his car in a Shoprite parking lot in Sparta Township, police said.

On Sept. 19, at around 11:48 a.m., officers responded to the Shoprite parking lot for a report of a male masturbating in his vehicle, police said.

The vehicle was described as a maroon Ford Explorer and while police were enroute to the scene, dispatch informed officers that the vehicle had left the area. A short time later, police located the vehicle in the parking lot of a nearby business, police said.

The victim stated when she returned to her vehicle to unload her groceries, she observed the maroon Ford Explorer parked next to her. What drew her attention to the vehicle was that the brake lights were going on and off while it was parked. As she continued to unload her groceries, she observed a man, later identified as Joseph Compano, masturbating with his penis exposed, police said.

The complainant further stated that upon making eye contact with Compano, he began to masturbate more aggressively and attempt to hide behind the driver’s door post but would periodically peek at her, police said.

The victim immediately contacted the police and provided the vehicle’s registration. She believed that Compano saw her on the phone while looking at his license plate and abruptly left the area. She provided a detailed description of Compano, police said.

Police contacted Compano who matched the exact description given by the complainant. he allegedly stated he was the only one driving the vehicle and that he went to Shoprite to get lunch and proceeded to eat it while parked in the lot, police said.

Compano was informed that he was reported masturbating in his vehicle. He denied the allegations, stating he had a tray of watermelon on his lap and was eating it with a fork, suggesting that may have been the masturbation motion the complainant observed, police said.

Officers on scene did not observe any indication of watermelon or a container in the vehicle upon initial approach, police said.

Video surveillance from the Shoprite parking lot showed the red Ford explorer, driven by Compano, entering the parking lot and parking in multiple different spots for a short period of time before finally staying in the spot next to the victim’s vehicle, police said.

This parking spot was in the first row facing the southern entrance roadway to the shopping complex. At no time did the driver, Compano, exit his vehicle and enter the Shoprite to obtain lunch, contrary to his initial claims, police said.

Compano was requested to respond to police headquarters for a follow-up interview and during the interview, he allegedly admitted to masturbating in his vehicle in view of the complainant, police said.

Compano was arrested and charged with lewdness. He was released pending a court appearance, police said.
