When the officer made contact with the man, who was later identified as McWilliams, the officer allegedly noted that he appeared to be incoherent, and observed two cans of electronic duster near the center console of the vehicle, police said.

The officer spoke with the McWillaims who was initially extremely confused, but became more alert as the officer spoke to him, police said.
