
Warren County man charged with sexual assault of child
WASHINGTON TOWNSHIP, NJ (Warren County) – A Warren County man is accused of sexually assaulting a child, according to Warren County Prosecutor James Pfeiffer.
Thomas Luster, 23, of Phillipsburg was arrested on Wednesday and charged with two counts of second-degree sexual assault [victim at least thirteen 13-years-old but less than 16-years-old while defendant was at least four years older than the victim], one count of fourth-degree criminal sexual contact, and one count of third-degree endangering the welfare of a child (sexual conduct).
The complaint alleges that the Luster committed multiple acts of sexual penetration and sexual contact, upon a child at least 13-years-old but less than 16-years-old while he was at least four years older than the victim, Pfeiffer said.
The child was known to Luster, Pfeiffer said.
Luster was lodged in Warren County Correctional Facility and his first appearance was scheduled for Thursday, Pfeiffer said.
The second-degree crime is punishable by up to ten years New Jersey State Prison on each count, the third-degree crime is punishable by up to five years in New Jersey State Prison, and the fourth-degree crime is punishable by up to 18 months in New Jersey State Prison.
\The Warren County Prosecutor’s Office Special Victims Unit and the Washington Township Police Department conducted the investigation. The Phillipsburg Police Department assisted in the apprehension of Luster.
