Warren County man pleads guilty to sexual assault and endangering the welfare of a child

PHILLIPSBURG, NJ (Warren County) – A Warren County man has entered a guilty plea to aggravated sexual assault, and endangering the welfare of a child, according Acting Warren County Prosecutor’s Office.

On August 13, Jason C. Fillebrown of Phillipsburg pled guilty to:

  • First-degree aggravated sexual assault and at sentencing, the State will recommend ten years in the New Jersey State Prison, subject to the No Early Release Act (85%), to include conditions of Megan’s Law Registration, Parole Supervision for Life and an Avenel evaluation. In addition to no contact with the victim;
  • Second-degree endangering the welfare of a child (child porn in a file sharing program) and at sentencing, the State will recommend six years in the New Jersey State Prison, with a minimum term of three years during which the defendant shall be ineligible for parole, to include conditions of Megan’s Law Registration, Parole Supervision for Life and an Avenel evaluation. This sentence to run consecutively to the above;
  • Second-degree endangering the welfare of a child (production of child porn) and at sentencing, the State will recommend five years in the New Jersey State Prison. This sentence to run concurrent to the above.

On July 31, 2019, members of the Warren County Prosecutor’s Office Cyber Crimes Unit, Warren County Crime Scene Team and Phillipsburg Police Department executed a search warrant at Jason Fillebrown’s residence after receiving notification from the New Jersey State Police Digital Technologies Investigation Unit, which had received a Cybertip from the National Center for Missing and Exploited Children, that he distributed and possessed child sexual abuse material, authorities said.

After a thorough forensic analysis, it was determined that the Fillebrown possessed and distributed numerous images and videos depicting child sexual abuse material. He had also used a file sharing program, specifically Google Photos, to store and maintain the images and videos in 2019, the prosecutor’s office said.

As part of the investigation, numerous electronic devices were seized and upon forensic analysis of the electronic devices, the investigation revealed that Fillebrown in 2007 had committed sex acts upon a 13-year-old child in Phillipsburg. The child was known to him and additionally, he photographed and filmed these acts on various occasions between 2007-2008, authorities said.

Fillebrown was arrested on July 31 and remains incarcerated at Warren County Jail. Prosecutor’s are recommending a sentence of 16 years with a mandatory period of parole ineligibility of 11 and a half years. He is scheduled to be sentenced on October 1, authorities said.
