Governors to host technical conference on PJM grid challenges

TRENTON, N.J. — Governors from states in the PJM Interconnection announced Wednesday that they will co-host a one-day technical conference on September 23, 2025, in Philadelphia to address growing concerns over electricity affordability and grid reliability in the 13-state regional transmission organization.

The conference, to be held at the National Constitution Center, aims to examine reforms to the current PJM structure and governance as states seek solutions to ensure dependable, cost-effective electricity amid rising demand.

“Without the leadership of governors and the hard-fought temporary capacity market cap, inclusion of reliability-must-run units, and other reforms recommended by the states, PJM’s utility cost crisis would have grown exponentially,” New Jersey Gov. Phil Murphy said in a statement. “Today I’m announcing, alongside every governor in PJM, that we will host a technical conference to explore options to protect electricity consumers and restore confidence in PJM’s ability to meet the many affordability and governance challenges of this moment.”

The announcement follows a July 16 open letter sent to the PJM Board of Managers by nine bipartisan governors requesting significant leadership and structural changes. Ohio Gov. Mike DeWine later submitted a letter of support.

Panels at the conference will include experts selected based on written submissions, and further details — including an agenda and key panel questions — will be released in the coming weeks. The event will be open to the public with advance registration.
