Kean votes for House-passed bill to ban stock purchases by members of Congress

WASHINGTON, D.C. — U.S. Rep. Tom Kean Jr., R-N.J., voted Wednesday in favor of House legislation that would prohibit members of Congress, their spouses and dependent children from purchasing individual publicly traded stocks.

The Stop Insider Trading Act passed the House, 232-198, on Wednesday and now heads to the U.S. Senate for consideration.

Kean has previously introduced legislation related to congressional financial ethics.

In August 2024, he introduced the Foreign Adversary Prohibition Act, which would prohibit members of Congress from conducting financial transactions involving certain foreign adversaries of the United States.

In July 2025, Kean introduced the bipartisan No Shorting America Act, which would prohibit members of Congress, their spouses and dependent children from engaging in short selling, the practice of profiting by betting that a stock or investment will lose value.

Kean is also a cosponsor of the Transparent Representation Upholding Service and Trust, or TRUST, in Congress Act, another proposal aimed at restricting stock trading by lawmakers.

Before the vote, Kean spoke on the House floor in support of banning members of Congress from trading individual stocks.

The Stop Insider Trading Act would prohibit members of Congress, their spouses and dependent children from purchasing individual publicly traded stocks while allowing certain other investments. The legislation must also pass the Senate and be signed by the president before becoming law.
