Heroin distribution investigation leads to charges against Warren County man

WASHINGTON BOROUGH, N.J. (Warren County) — A Washington man has been arrested and charged following a two-month investigation into the alleged distribution of heroin in Washington Borough, according to the Warren County Prosecutor’s Office.

On Thursday, October 23, 2025, members of the Warren County Prosecutor’s Office Narcotics Task Force and the Washington Township Police Department executed a search warrant on the 200 block of Belvidere Avenue.

During the investigation, David J. Gallagher, 47, of Washington, was identified as the suspect. Gallagher was arrested, and lodged in the Warren County Correctional Center, pending the State’s motion for pretrial detention.

Gallagher was charged on a complaint warrant with first-degree maintaining or operating a controlled dangerous substance production facility to grow marijuana for distribution; second-degree manufacturing of marijuana; second-degree possession of a controlled dangerous substance with intent to distribute within 500 feet of a public building; third-degree possession of a controlled dangerous substance with intent to distribute within 1,000 feet of a school; third-degree possession of a controlled dangerous substance, specifically suspected heroin; third-degree possession of a controlled dangerous substance with intent to distribute; and possession of drug paraphernalia, a disorderly persons offense.

First-degree crimes carry a maximum sentence of 20 years in New Jersey State Prison. Second-degree crimes carry a maximum of 10 years, third-degree crimes carry up to five years, and disorderly persons offenses carry a maximum of six months in county jail.

The investigation was conducted by the Warren County Prosecutor’s Office Narcotics Task Force and the Washington Township Police Department. The Warren County Tactical Response Team assisted in executing the search warrant.
