Man accused of recording video under girl’s dress at Warren County Walmart

MANSFIELD TOWNSHIP, NJ (Warren County) – A Morris County man is accused of recording video under a girl’s dress at the Walmart, located at 1885 Route 57, in Mansfield Township.

On Wednesday, Aug. 14, at around 6:00 p.m., the grandmother of a minor contacted police indicating a man was inappropriately touching, recording her granddaughter. Upon arrival, police observed an adult female holding a male to the pillar in the front of the store, police said.

Throughout the course of the investigation, it was determined the male, who was identified as Julio Tarmeno-Pastrana, 34 of Dover was recording a video up the dress of a 13-year-old girl, police said.

The female holding the male to the pillar, reported to the officers she observed a man standing closely to her daughter, inside Walmart. When she approached him, she saw a cellphone facing up in his bag and recording, police said.

Tarmeno-Pastrana allegedly admitted to patrol he was filming the juvenile for sexual gratification, police said.

Tarmeno-Pastrana was subsequently arrested and charged with filming without consent – another’s intimate part/sexual contact. He was lodged at the Warren County Correctional Facility pending a court appearance, police said.
