Phillipsburg police announce retirement of Lt. Timothy Moore, promotion of Sgt. Kevin Hulse
PHILLIPSBURG, N.J. (Warren County) — The Phillipsburg Police Department this week announced the retirement of Lt. Timothy “Tim” Moore after a long career of service and the promotion of Officer Kevin Hulse to the rank of sergeant.
Sgt. Hulse, who brings nearly 25 years of law enforcement experience to his new role, has served in multiple capacities during his career. He is an active member of the department’s Firearms Unit, has worked as a Field Training Officer, and is recognized as a mentor to younger officers.

Department officials said his leadership, professionalism, and dedication have made a lasting impact, and they look forward to his contributions in his new position.
Lt. Moore, a longtime leader within the Community Policing Unit, spent his career focused on building partnerships and strengthening relationships between law enforcement and the public. Colleagues said his service and commitment have left an enduring legacy.
