TSA launches Horizon 25 Strategy ahead of agency’s 25th anniversary
WASHINGTON, D.C. — The Transportation Security Administration has launched a new strategy aimed at modernizing airport checkpoints, improving the traveler experience and strengthening transportation security as the agency approaches its 25th anniversary.
TSA Administrator David P. Cummins announced the Horizon 25 Strategy, which outlines the agency’s priorities as it looks toward its next quarter century.
The strategy centers on three primary goals: modernizing TSA checkpoints, elevating the traveler experience and strengthening multimodal transportation security.
“President Trump and Secretary Mullin have entrusted me with the task of modernizing TSA,” Cummins said. “In its first 25 years, this agency has performed its critical Homeland Security mission with dedication and excellence. As we look forward to the next 25 years, we must constantly work to stay ahead of evolving threats and deliver a Golden Age of Travel. Through the Horizon 25 Strategy, we will build a TSA that is agile, resilient and ready for tomorrow’s challenges.”
As part of the effort, Cummins plans to bring together innovators from across the agency, including field and headquarters personnel, in September to advance several strategic initiatives.
Those initiatives include enhancing TSA PreCheck, improving the passenger experience, streamlining the acquisition of new technology and expanding TSA’s capabilities to counter threats from unmanned aircraft systems.
The agency also plans to accelerate public-private partnerships with industry leaders to support modernization efforts. According to TSA, an evolved Screening Partnership Program will replace TSA Gold+ to expand the private sector’s role in delivering a safer, more secure and more efficient aviation system.
“TSA does not have to choose between a secure checkpoint, an efficient checkpoint, and an elevated passenger experience,” said Cummins. “Through Horizon 25, TSA can, and will, deliver all three at once.”
TSA said the strategy follows a year in which the agency maintained transportation security through unprecedented travel events, partial government shutdowns and record-breaking passenger volumes.
Cummins came to the agency with private-sector transportation experience that included working with federal agencies and private-sector partners and overseeing strategy for transportation systems globally, with an emphasis on innovation.
The Horizon 25 Strategy is intended to guide TSA’s modernization and security efforts as the agency enters its next 25 years.
