NORWESCAP receives nearly $700,000 for neighborhood revitalization projects in Phillipsburg, Sussex Borough

NORTHWEST, N.J. – NORWESCAP has been awarded nearly $700,000 through New Jersey’s Neighborhood Revitalization Tax Credit Program to support community development efforts in Phillipsburg and Sussex Borough, state officials announced.

The New Jersey Department of Community Affairs awarded $528,750 to NORWESCAP for revitalization initiatives in the South Main Street neighborhood of Phillipsburg and $162,500 for projects in Sussex Borough.

The funding is part of the state’s Fiscal Year 2026 Neighborhood Revitalization Tax Credit Program, which supports nonprofit organizations implementing comprehensive neighborhood improvement plans focused on housing, economic development, community services and quality-of-life initiatives.

In Phillipsburg, funding contributions were provided by First Hope Bank, Provident Bank, Valley National Bank, PNC Bank North and McWane Inc. In Sussex Borough, the project received support from First Hope Bank and Provident Bank.

Under the program, participating businesses receive a 100% state tax credit for contributions made to approved neighborhood revitalization projects. At least 60% of the funding must be directed toward housing and economic development activities.

“The Neighborhood Revitalization Tax Credit Program continues to empower community organizations that are creating meaningful change in neighborhoods across New Jersey,” said DCA Commissioner Jacquelyn A. Suárez. “Through strategic investments in housing, economic development, and community services, these organizations are helping to build stronger, safer, and more vibrant communities for residents.”

Funding through the program may be used for a variety of projects, including housing construction and rehabilitation, commercial development, small business assistance, employment training, open space improvements, recreation programs, crime prevention efforts and community services.

“The strength of the NRTC Program lies in its community-driven approach to revitalization,” said DCA Assistant Commissioner and Director of the Division of Housing and Community Resources Janel Winter. “By supporting neighborhood-based organizations that understand local needs and priorities, the program helps create sustainable improvements that benefit residents and businesses alike.”

The Neighborhood Revitalization Tax Credit Program targets neighborhoods that meet state-established economic distress criteria and have approved revitalization plans in place.

According to the Department of Community Affairs, nonprofit organizations across New Jersey received funding awards through the program to support neighborhood revitalization efforts during the 2026 fiscal year.
