Andover Township launches Backyard Chicken Program, permits limited residential hen-keeping

ANDOVER TOWNSHIP, N.J. (Sussex County) — Andover Township has officially launched its Backyard Chicken Program, allowing residents to keep a limited number of hens on residential properties under a newly adopted ordinance.

The program, authorized by Ordinance No. 2024-16, amends the township code to permit the non-commercial keeping of backyard chickens, provided residents comply with specific licensing, training and coop requirements. Roosters remain prohibited.

Residents who wish to participate must complete a certification course, submit an application, and undergo an inspection of their coop by the township’s Chicken Advisory Board. Once approved, a $15 annual license will be issued. All licenses expire on Dec. 31 and must be renewed yearly.

The chicken course is administered by Jaclyn Ricci, who can be contacted at jricci505@gmail.com. A $15 registration fee is payable directly to the instructor. Following course completion, applicants must submit their certificate, completed application, and license fee to the township office at 134 Newton Sparta Road, Newton, N.J. 07860.

A maximum of 30 active licenses may be issued at one time, with new licensees initially limited to four hens. After one year, license holders may request to keep up to eight hens, subject to approval. The ordinance strictly prohibits the slaughtering of chickens and the sale of eggs.

Coops and chicken runs must meet township standards, including setback requirements, predator-proof construction, and cleanliness. Chickens may only roam freely in the backyard under adult supervision during daylight hours.

The Chicken Advisory Board, a five-member volunteer panel, is responsible for overseeing the program, reviewing applications, and handling complaints. If residents fail to meet ordinance standards after being notified of violations, the township may take enforcement action.
