
Driver charged in connection with fatal crash in Roxbury Township
ROXBURY TOWNSHIP, NJ (Morris County) — A Bergen County man has been charged in connection with a fatal single-vehicle crash that occurred in Roxbury Township on Monday morning, according to Morris County Prosecutor Robert J. Carroll.
On April 28, at around 5:30 a.m., police responded to the intersection of Howard Boulevard and Mount Arlington Road, where they found a 2003 Chevy Express van that had crashed into a tree and sustained heavy damage.
The front passenger, Esmeralda Melchar, 30, also of East Rutherford, was pronounced dead at the scene.
Alexander Serrano, 33, of East Rutherford, who was driving the van, allegedly exhibited signs of impairment and was transported to Morristown Medical Center for treatment, officials said.
He has been charged with one count of second-degree vehicular homicide and was lodged in the Morris County Correctional Facility.
Under the New Jersey Criminal Justice Reform Act, Serrano was released from custody under a set of non-monetary bail conditions. These include Pretrial Monitoring (Level III), surrender of his driver’s license and passport, and restrictions on alcohol use, according to Carroll.
Serrano’s next court appearance, a Pre-Indictment Conference, is scheduled for June 9 before the Hon. Robert Hanna, J.S.C.
The investigation involved the New Jersey State Police, Roxbury Police Department, Morris County Sheriff’s Office Crime Scene Investigation Unit, and the Morris County Prosecutor’s Office Major Crimes Unit.
