Lead service line replacements begin in Phillipsburg with Aqua NJ, backed by $12.4M in infrastructure bank funding
PHILLIPSBURG, N.J. (Warren County) — Work is now underway in Phillipsburg to replace aging customer-owned lead and galvanized water service lines as part of Aqua New Jersey’s ongoing initiative to improve water quality and infrastructure across the state.
The project, which began in early July, is funded in part through more than $12.4 million in low-interest loans from the New Jersey Infrastructure Bank (I-Bank). The effort targets more than 2,500 customers statewide, including 733 in Phillipsburg and 1,822 in Blackwood, Camden County. Work in Blackwood is expected to begin in early August, with both projects projected for completion in 2026.
The replacements focus on customer-owned service lines—pipes that run from the curb line to homes and businesses. Although Aqua New Jersey already treats drinking water to prevent lead contamination, replacing these older pipes further reduces long-term health risks.
“Protecting our customers’ drinking water from contaminants like lead is our top priority,” said Aqua New Jersey President Natalie Chesko. “I want to thank NJ I-Bank for supporting our service line replacement project which helps us deliver quality drinking water and gives our customers peace of mind.”
Since 2022, Aqua New Jersey has invested $35 million to replace more than 2,100 lead and galvanized service lines. The utility stressed the importance of working closely with residents and business owners to identify service line materials and facilitate timely replacements.
The initiative also drew support from local lawmakers. “I want to extend my sincere thanks to Aqua NJ for their dedicated efforts in replacing lead service lines in Phillipsburg,” said Assemblyman John DiMaio. “This initiative not only protects public health but also demonstrates a strong commitment to modernizing our water infrastructure for future generations.”
The lead service line inventory and replacement program is mandated by the U.S. Environmental Protection Agency and New Jersey’s Lead Service Line Replacement Law. Aqua NJ encourages customers to participate in the program to help eliminate the risk of lead in drinking water.
