Warren County unveils redesigned Blue Envelope Program to improve communication with police
WARREN COUNTY, N.J. — The Warren County Prosecutor’s Office and the Warren County Police Chief’s Association have unveiled a redesigned Blue Envelope Program aimed at improving communication between law enforcement officers and individuals who may experience communication differences during traffic stops and other encounters.
The updated Blue Envelope expands the program to better serve individuals with a variety of communication needs. New features allow users to indicate whether they are the driver or a passenger, whether they are verbal or nonverbal, and whether they have autism, a hearing impairment, dementia or another condition that may affect communication.
Officials said the redesign was prompted by feedback from families, advocates and law enforcement officers across New Jersey. Among the most common suggestions were expanding the program to include passengers, particularly children with autism who are not yet drivers, and making it more inclusive for individuals with other disabilities or conditions.
“The Blue Envelope Program demonstrates our commitment to listening to the needs of our community and continually improving the way law enforcement serves the public. The redesigned Blue Envelope was developed in response to valuable feedback from families, advocates, and law enforcement officers across New Jersey. Through our partnership with the Warren County Police Chief’s Association, we are providing officers with better tools to communicate effectively while helping individuals with communication differences experience safer, more positive interactions with law enforcement,” Warren County Prosecutor Jessica L. Cardone said.
Chief Christopher Jones, president of the Warren County Police Chief’s Association, said the enhancements will help officers recognize communication differences early in an interaction.
“Communication is one of the most important tools an officer has during any interaction. The enhancements to the Blue Envelope Program help officers quickly recognize when a driver or passenger may have communication differences, allowing them to adjust their approach accordingly. These improvements can reduce confusion, lower anxiety, and enhance safety for everyone involved. The Warren County Police Chief’s Association brought the initial blue envelope program to Warren County in 2023 and is excited to partner with the Prosecutor’s Office in enhancing this important resource throughout Warren County,” Jones said.
The redesigned Blue Envelopes made their public debut at the Warren County Fair and will continue to be available at the Warren County Prosecutor’s Office booth throughout the fair.
Following the fair, the envelopes will be distributed to every law enforcement agency in Warren County, where residents may obtain a Blue Envelope and accompanying decal free of charge through their local police department or the Warren County Prosecutor’s Office.
Officials said the program is intended to help officers recognize when additional patience, understanding or alternative communication strategies may be appropriate, promoting safer and more effective interactions for both law enforcement and the public.
The Warren County Prosecutor’s Office and the Warren County Police Chief’s Association said they will continue working with individuals with disabilities, their families, advocates and community partners to further develop programs that promote public safety, inclusion and trust throughout Warren County.
