Woman charged with misuse of 9-1-1 in Sussex County

FRANKLIN BOROUGH, N.J. (Sussex County) — A Toms River woman has been charged with misuse of the 9-1-1 emergency system following a traffic stop earlier this month in Franklin Borough, police said.

Jessica A. Keough, 30, was charged Dec. 16, 2025, after an investigation by Franklin Borough police.

Police said Keough was initially stopped for unrelated motor vehicle offenses. During the stop, she placed a call to 9-1-1 from her cellphone while in the presence of police who were actively investigating her driving behavior.

Authorities said Keough was advised of the consequences of misusing the emergency system before the initial encounter concluded.

According to police, Keough later placed an additional call to 9-1-1 despite the absence of an emergency, prompting officers to respond back to her location. She remained seated in her vehicle at the time.

Keough was charged with third-degree misuse of 9-1-1. She was issued a complaint summons and released pending a future appearance in Sussex County Superior Court under the New Jersey Bail Reform Act.
