Murphy signs bipartisan bill allowing contractors to partner on public works projects
TRENTON, N.J. — Gov. Phil Murphy has signed bipartisan legislation that allows independently registered contractors to partner together to bid on certain public works and prevailing wage projects, a move supporters say will expand opportunities and help meet New Jersey’s infrastructure needs.
The legislation, sponsored by Sen. Parker Space, permits two or more contractors to form a partnership or joint venture to submit bids, provided they meet state registration and oversight requirements.
“With the governor’s signature, we’re giving contractors the flexibility to collaborate on large projects while maintaining safeguards for workers and the state,” said Sen. Space. “New Jersey has enormous infrastructure needs, and by allowing builders to combine their skills and resources, we’ll see stronger bids, better outcomes, and more opportunities for our workers.”
Under the bill, S-4281/A-4006, any partnership or joint venture formed to pursue public works contracts must register with the New Jersey Department of Labor and Workforce Development and obtain a Public Works Contractor Registration certificate. The legislation also requires the designation of a primary contract manager to ensure accountability and compliance with labor standards.
