Congressman Kean helps reopen New Jersey’s only long-term care facility for seniors with traumatic brain injuries
FRANKLIN TOWNSHIP, N.J. (Somerset County) — Congressman Tom Kean Jr., R-7th District, visited the newly reopened Complete Care at Willow Creek in Franklin Township on Monday, marking the return of New Jersey’s only long-term care facility dedicated to seniors with traumatic brain injuries.
Kean toured the facility alongside Complete Care leadership and staff after it welcomed its first patient on Aug. 3.
The facility was forced to close after sustaining extensive flood damage during Hurricane Ida in September 2021, which prompted the evacuation of patients. During reconstruction, a fire caused additional damage and further delayed reopening.
According to Kean’s office, as construction neared completion in February 2025, Complete Care learned its Medicare Provider Number had been terminated. Obtaining a new provider number would have required the facility to meet updated construction standards, potentially delaying reopening by at least two years and significantly increasing costs.
Kean’s office said it worked with the Centers for Medicare & Medicaid Services and the New Jersey Department of Health to help resolve the issue by coordinating multiple conference calls among the parties and submitting a letter of support for the facility.
“It was incredible to see the tangible result that came from years of hard work by Complete Care, and to know my team helped this facility reopen,” said Congressman Kean. “New Jersey’s seniors deserve access to the care they need, especially those with ailments such as a traumatic brain injury. I am pleased to see this facility open its doors to the public and wish them all the best as they continue their critical work.”
Complete Care officials credited Kean’s advocacy with helping move the reopening process forward.

Complete Care at Willow Creek is the only long-term care facility in New Jersey specializing in care for seniors with traumatic brain injuries.
