
Former Dover police officer sentenced to four years for distributing child sexual abuse material
MORRISTOWN, N.J. (Morris County) — Morris County Prosecutor Robert Carroll and Chief of Detectives Robert McNally announced that Anthony Kelly, 37, of Ledgewood, has been sentenced to four years in New Jersey State Prison for distributing child sexual abuse material while employed as a Dover police officer.
Kelly, who has since been terminated from the department, pleaded guilty on June 16, 2025, to one count of second-degree distribution of child sexual abuse material (CSAM) before Superior Court Judge Ralph Amirata, J.S.C.
On October 17, Judge Amirata sentenced Kelly to a four-year prison term. Upon release, Kelly will be required to register under Megan’s Law and will be subject to Parole Supervision for Life, according to the prosecutor’s office.
The investigation began after the Morris County Prosecutor’s Office Internet Crimes Against Children (ICAC) Task Force received six CyberTips from the National Center for Missing and Exploited Children (NCMEC). The CyberTips detailed the distribution of more than 100 files containing CSAM through a Kik instant messaging account between July 2024 and October 2024.
Investigators determined the subscriber information for the Kik account was linked to Kelly, leading to his arrest on November 26, 2024.
Prosecutor Carroll credited the Morris County Prosecutor’s Office Internet Crimes Against Children Task Force for their work in the investigation and successful prosecution.
