Hackettstown woman charged after police-involved shooting in Sussex County

BYRAM TOWNSHIP, NJ (Sussex County) – A 31-year-old Hackettstown woman has been charged following a police-involved shooting that occurred on January 13, in Byram Township, according to Acting Sussex County Prosecutor Carolyn A. Murray and Byram Township Police Chief Daniel J. Dewald.

According to preliminary information, Byram Township Police officers responded to a 911 call on January 13 at around 3:30 p.m., which led them to the intersection of Camp Wheeler Road and Camp Allamuchy Road. Upon arrival, officers encountered the sole occupant of a vehicle, who was reportedly armed with a handgun, authorities said.

Efforts to deescalate the situation were initiated, including the involvement of a crisis negotiator. However, the attempts were unsuccessful, and during the encounter, the occupant exited the vehicle. At that point, the occupant was struck once by police gunfire. The firearm was discharged during the incident, and it was later recovered at the scene, officials said.

The woman, identified as Rachael Noviskey, was immediately rendered aid by first responders and transported to Hackettstown Medical Center. She is currently in stable condition, authorities said.

The officers involved in the shooting were also transported to Newton Medical Center for evaluation and treatment following the incident, officials said.

Noviskey has been charged with unlawful possession of a firearm, possession of a firearm for an unlawful purpose, pointing a firearm at a law enforcement officer, and possession of hollow point bullets. These charges stem from her alleged possession and use of a Kahr K9 9mm firearm during the incident, authorities said.

The Attorney General’s Office has designated the Morris County Prosecutor’s Office to investigate the police use of force, officials said.
