Kean introduces bill to sanction Russia’s Rosatom over Ukraine war

WASHINGTON, D.C. — U.S. Rep. Tom Kean Jr. has introduced legislation aimed at sanctioning Rosatom, Russia’s state-owned nuclear energy corporation, in an effort to cut off a key revenue source supporting Moscow’s war in Ukraine.

The proposed measure, known as the Rosatom Energy Sanctions Compliance and Unified Enforcement (RESCUE) Act, would impose sanctions on Rosatom as well as its subsidiaries and affiliates. The bill also directs the president to develop a strategy to help U.S. allies reduce reliance on Russian nuclear energy and secure alternative sources.

“We must stop Russia from using Rosatom as a tool of influence around the world,” said Congressman Kean. “This legislation turns off the spigot on Russia’s nuclear energy revenue and works to end Western reliance on the Russian nuclear sector. The United States and our allies must not continue financing Moscow’s aggression.”

Kean, a member of the House Foreign Affairs Committee, said the legislation is intended to strengthen economic pressure on Russia while supporting energy security among Western allies.

The bill also seeks to boost nuclear energy production in the United States and partner countries, with the goal of creating jobs and filling supply gaps currently tied to Russian exports.

Kean has been a vocal supporter of Ukraine since taking office in 2023. That same year, he was sanctioned by Russia’s Foreign Ministry for his support of Kyiv.
