NJMVC to begin e-bike licensing and registration appointments June 26 under new state law

TRENTON, N.J. — The New Jersey Motor Vehicle Commission will begin offering appointments June 26 for e-bike licensing and registration as part of a new state law requiring all e-bike riders to be licensed and their vehicles registered.

The law, enacted in January 2026, establishes new requirements for operating electric bicycles in New Jersey, including licensing, registration and helmet use.

“We’ve worked hard to update our processes and resources to begin issuing licenses and registrations for e-bike riders in New Jersey,” said Acting NJMVC Chief Administrator Rosalie Johnson. “We strongly encourage e-bike riders to utilize the guidance on the NJMVC’s website to familiarize themselves with new requirements for safe and legal e-bike operation, and to book appointments, as needed, to get their registration and license.”

Under the law, riders must be at least 15 years old and possess either a valid New Jersey driver’s license or a state-issued e-bike license to operate an e-bike.

The legislation covers both low-speed electric bicycles and motorized bicycles. Low-speed electric bicycles are defined as pedal-assisted bikes with a helper motor that provides assistance while pedaling up to 20 mph. Motorized bicycles include pedal-assisted bicycles with engines smaller than 50 cubic centimeters or electric motors capable of speeds up to 28 mph with pedal assistance or 15 mph using a throttle.

All e-bikes operated in New Jersey must be registered with the NJMVC. However, only motorized bicycles are required to carry liability insurance. Riders of all e-bikes are required by law to wear helmets.

Residents who do not already possess a driver’s license can begin the licensing process by scheduling an initial permit appointment at an NJMVC Licensing Center. Applicants must obtain a permit, pass a knowledge test, complete a period of practice riding and pass a road test before receiving an e-bike license.

Individuals younger than 18 must provide parental consent if a parent or guardian is not present at the appointment.

Registration appointments are available at NJMVC Vehicle Centers and can be completed in a single visit. Customers must provide a completed registration form, proof of identity and proof of ownership. Acceptable ownership documents include a manufacturer’s certificate of origin, purchase receipt, notarized bill of sale or an affidavit from the current owner.

Motorized bicycle owners must also provide proof of liability insurance.

Upon registration, riders will receive two license plate stickers that must be displayed on both sides of the e-bike’s front fork.
