Phillipsburg police seek man charged after recording device found in restroom

PHILLIPSBURG, N.J. (Warren County) — Phillipsburg police are seeking a man accused of invasion of privacy after investigators said a hidden recording device was discovered inside a men’s restroom earlier this year.

Police said officers were dispatched on Feb. 5, 2025, to the 1000 block of Rand Boulevard after a video recording device was found inside the restroom. An investigation determined the device had allegedly been placed in a concealed manner, according to authorities.

Police identified the suspect as 37-year-old Leonel E. Castro Mora. He is described as 5 feet 6 inches tall, weighing about 130 pounds, with brown eyes and black hair. Authorities said Castro Mora is charged with invasion of privacy.

According to police, Castro Mora’s current whereabouts are unknown, though he may be in the Allentown, Pennsylvania, area.

Phillipsburg police are asking anyone with information about Castro Mora’s location to contact the department at 908-835-2002. Tips may be provided anonymously.
