Police seek possible victims after man accused of impersonating officer on I-80 in Morris County
ROXBURY TOWNSHIP, N.J. (Morris County) — New Jersey State Police are seeking the public’s assistance following an investigation into an alleged law enforcement impersonation incident on Interstate 80 in Morris County that led to the arrest of a Wayne man.
Police said the incident occurred May 3 at approximately 2:45 a.m. on I-80 westbound prior to Exit 28 in Roxbury Township.
According to investigators, the victim reported being stopped by an individual posing as a police officer while driving a red Chrysler 200. The suspect allegedly subjected the victim to field sobriety tests and placed her in handcuffs.
Authorities said the victim was able to slip out of the handcuffs, return to her vehicle and leave the scene.
The victim later realized her cell phone was missing and arrived at the New Jersey State Police Troop “B” Netcong Station at approximately 10:50 a.m. to report the incident. A subsequent investigation located the phone in Paterson the following day.
The investigation revealed that the suspect vehicle was registered to Julio Estrada-Mogollon, 36, of Wayne.
On May 13, members of the Troop “B” Criminal Investigation Office arrested Estrada-Mogollon at a residence on Knox Terrace in Wayne. He was charged with with second-degree attempted kidnapping; third-degree theft by unlawful taking; and fourth-degree impersonating a law enforcement officer.
Police said Estrada-Mogollon is being held at the Morris County Jail pending future court appearances.
