Senate approves Space bill allowing contractor partnerships on public projects

TRENTON, N.J. — The New Jersey Senate has approved bipartisan legislation sponsored by Sen. Parker Space that would allow independently registered contractors to partner together when bidding on certain public works and prevailing wage projects.

The bill would change current law, which requires registered builders to bid on those contracts individually, by permitting two or more contractors to form partnerships or joint ventures for eligible projects.

“This bill gives contractors the flexibility to collaborate on large projects while maintaining safeguards for workers and the state,” said Sen. Space, R-24. “New Jersey has enormous infrastructure needs, and by allowing builders to combine their skills and resources, we’ll see stronger bids, better outcomes, and more opportunities for our workers.”

Under the legislation, known as S-4281, any partnership or joint venture would be required to register with the state Department of Labor and Workforce Development in order to obtain a Public Works Contractor Registration certificate. The partnership would also be required to designate a primary contract manager.
