Sussex County contractor to pay $2.4M to settle USPS overbilling allegations

VERNON TOWNSHIP, N.J. (Sussex County) — A Sussex County construction company has agreed to pay $2.4 million to resolve allegations that it overbilled the U.S. Postal Service on facilities management contracts in multiple states, federal officials announced Friday.

Phillips-Glenwood Construction Inc., based in Vernon Township, agreed to the settlement to resolve claims under the federal False Claims Act, according to Senior Counsel Phillip Lamparello. The settlement covers alleged conduct from Aug. 1, 2020, through Aug. 12, 2025.

Federal officials alleged that Phillips-Glenwood submitted false claims in connection with its contracts for construction and facilities maintenance at U.S. Postal Service locations in New Jersey, Pennsylvania and Delaware. According to the allegations, the company submitted false and altered documentation that inflated labor hours and materials purchases in requests for payment.
