Warren County man charged with violating lifetime community supervision order

PHILLIPSBURG, N.J. (Warren County) — A Phillipsburg man has been arrested and charged with violating the terms of his court-ordered lifetime community supervision following a prior sexual offense conviction, authorities said Thursday.

James J. Kelly, 59, was taken into custody on Wednesday, July 9, and charged with third-degree violating the conditions of a Special Sentence of Community Supervision for Life, according to the Warren County Prosecutor’s Office.

Officials said Kelly had previously been convicted of a sexual offense and was serving a lifetime community supervision sentence, commonly known as CSL. An investigation determined that he violated the terms of that sentence by initiating, establishing, or maintaining contact with a minor — a direct breach of his mandated restrictions.

Kelly is currently being held at the Warren County Correctional Center in Belvidere pending a pretrial detention hearing. Third-degree crimes in New Jersey carry a maximum sentence of five years in state prison.

The New Jersey State Parole Board led the investigation. Assisting with the arrest were members of the Warren County Prosecutor’s Office and the Phillipsburg Police Department.
