
Raritan Township to issue first stormwater utility bill in September
RARITAN TOWNSHIP, N.J. (Hunterdon County) — Property owners in Raritan Township will begin receiving their first Stormwater Utility Bill in early September 2025, as part of a new initiative aimed at funding required stormwater infrastructure maintenance and improvements, township officials announced.
The initial bill will represent one-third of the full annual amount, with full annual billing to begin in 2026. Rates are based on the amount of impervious surface—such as rooftops, driveways, and pavement—that contribute to stormwater runoff.
The utility was established in accordance with the New Jersey Department of Environmental Protection’s (NJDEP) 2023 Municipal Separate Storm Sewer System (MS4) permit requirements and under the authority of the Clean Stormwater and Flood Reduction Act (P.L. 2019, c.42).
“This funding model allows the township to meet state-mandated environmental requirements without raising general property taxes,” officials said in a statement.
How the Fees Are Calculated:
- Single-family residential properties will be charged an estimated rate, with most expected to pay around $40 for the partial September bill, and $120 annually starting in 2026.
- Multi-family residential dwellings will be billed through their homeowners associations (HOAs), with individual residents notified by their HOA.
- Commercial and institutional properties (e.g., schools, hospitals, government buildings) will be billed based on measured impervious surface area.
Payment Methods:
Stormwater Utility payments must be made to the Tax Collector’s Office, using one of the following options:
- Online via the township’s user portal
- By mail to Raritan Township Tax Collector, 1 Municipal Drive, Flemington, N.J. 08822
- In person at Room 168 of the Municipal Building
- Drop box located at the Main Entrance of the Municipal Building
Only credit cards, checks, or money orders are accepted. Cash will not be accepted.
All funds collected will be restricted for use in stormwater-related infrastructure work, including maintenance, repairs, and future upgrades aimed at mitigating flooding and improving environmental conditions.
In 2024, the township received an NJDEP grant to conduct a feasibility study for establishing the utility. Multiple public meetings were held, and all property owners were notified via a tax bill insert.
