
Eight investigators promoted within Morris County Prosecutor’s Office
MORRISTOWN, N.J. (Morris County) — Morris County Prosecutor Robert J. Carroll, First Assistant Prosecutor Maggie Calderwood, and Chief of Detectives Robert McNally have announced the promotion of eight members of the agency’s investigative team. A formal ceremony was held Sept. 10, 2025, at the Commissioners Public Meeting Room.
James Bruno was promoted to the rank of captain and will command the Special Operations Division. He previously held the rank of lieutenant. Capt. Bruno began his career with the Morris County Prosecutor’s Office in 2009 and has served in multiple units, including Special Enforcement, Sex Crimes/Child Endangerment, Major Crimes, and General Investigations. He has overseen large-scale arrest and interdiction operations, served as project director on state and federal grants totaling more than $1 million, and is commander of the Tactical Narcotics Team, among other roles.
Spence Osaigbovo was promoted to lieutenant and assigned to the Sex Crimes/Child Endangerment Unit. Lt. Osaigbovo, who began his law enforcement career with the Teaneck Police Department in 2007, joined the Prosecutor’s Office in 2013. His work has included undercover investigations, leadership roles in narcotics and human trafficking probes, and supervising the Financial Crimes Unit, which recovered more than $21 million for victims in two years.
Promoted to sergeant were Lydia Negron and Martyna Ruminska. Sgt. Negron, who joined the office in 2009, will be assigned to the Family Division. She has led investigations in sex crimes, narcotics, and domestic violence, among other areas. Sgt. Ruminska, who joined in 2012, will be assigned to the Megan’s Law and ICAC units. She has handled major narcotics and sex crimes cases and has worked with federal task forces including the FBI and DEA.
Four detectives were promoted to detective supervisor: Melissa Atoche, Kerri Griffin, Dakota Keyworth, and Ryan Thomas. Atoche will be assigned to the Sex Crimes/Child Endangerment Unit; Griffin to Intelligence/Homeland Security; Keyworth to the Major Crimes Unit; and Thomas to the Insurance Fraud/Financial Crimes Unit.
Prosecutor Carroll praised the group for their service and leadership.
“During my tenure as Prosecutor, and throughout my law enforcement career, I have maintained a commitment to promoting from within, especially when our investigators have demonstrated the management skills, experience, and commitment to advance the interests of justice. Those promoted had undergone a rigorous appraisal process, and have demonstrated their aptitude for taking on their new roles. I am confident that we have selected the most-qualified investigative administrators to advance the current needs and objectives of the Morris County Prosecutor’s Office,” Carroll said.
