Phillipsburg officer charged with computer crime after unauthorized access to records system

PHILLIPSBURG, N.J.(Warren County) — A Phillipsburg police officer has been arrested and charged with unauthorized access to the department’s Records Management System, the Warren County Prosecutor’s Office announced Friday.

Officer Scott Palmer, 29, of Phillipsburg, was charged with third-degree computer criminal activity. Third-degree offenses in New Jersey carry a maximum penalty of five years in state prison.

The Warren County Prosecutor’s Office opened the investigation in April 2025 after receiving information from the Phillipsburg Police Department about potential unauthorized system access.

Palmer was arrested Friday, May 30, in connection with the investigation. The nature and content of the unauthorized access have not been disclosed.

The case remains under investigation by the Warren County Prosecutor’s Office.
