Phillipsburg police seek man charged with theft by deception

PHILLIPSBURG, N.J. (Warren County) — Police in Phillipsburg are seeking the public’s help in locating a man charged in connection with an alleged theft by deception involving a home improvement scheme, authorities said.

James A. Patrick, 60, was charged on Nov. 19, 2024, after an investigation found he allegedly accepted a down payment from a victim for home improvement work that was never started, according to the Phillipsburg Police Department.

Investigators said Patrick received the deposit and then stopped communicating with the victim. Police later arranged for Patrick and the victim to meet at police headquarters to exchange the returned deposit, but Patrick failed to appear, authorities said. Officers were subsequently unable to contact him, and his last known phone number was changed or disabled.

Patrick’s current whereabouts are unknown, police said, but he may be in the Bangor or Nazareth areas of Pennsylvania.

Patrick is described as a white male, 5 feet 11 inches tall, weighing about 160 pounds, with brown eyes and brown hair.

Anyone with information about Patrick’s location is asked to contact the Phillipsburg Police Department at 908-835-2002. Tips may be submitted anonymously.
