Three charged after dozens of dogs abandoned in Sussex County

SUSSEX COUNTY, N.J. — Three Warren County residents have been charged following an investigation into dozens of abandoned dogs found across multiple Sussex County communities, authorities said.

The New Jersey State Police and the Sussex County Prosecutor’s Office announced the arrests of Joshua Ciemniecki, 19; Robert Ciemniecki, 74; and Kaila McNeill, 30, all of Phillipsburg, in connection with the case.

On March 16, troopers from the Sussex Station responded to multiple reports of abandoned dogs in Stillwater, Lafayette and Wantage townships. Authorities said dozens of small dogs were found left in open crates without food or water.

A multi-agency response involving animal control agencies, the Sussex County Sheriff’s Office and members of the public led to the rescue of 32 dogs. During the search, responders also discovered two deceased dogs.

Officials said the surviving animals are being cared for by animal control agencies and local veterinary hospitals until they are medically cleared for adoption.

Following an investigation, authorities identified the three suspects on March 18.

Joshua Ciemniecki and McNeill were arrested and each charged with two counts of third-degree animal cruelty and three counts of fourth-degree animal cruelty. Both were lodged in the Morris County Jail pending detention hearings.

Robert Ciemniecki was also charged with one count of animal cruelty and was released pending a future court appearance.

The investigation remains ongoing.
