Warren County native Scott Ruskan honored for heroic Coast Guard flood rescues

WASHINGTON, D.C. — U.S. Rep. Tom Kean Jr. (R-NJ-07) recognized U.S. Coast Guard Petty Officer and Rescue Swimmer Scott Ruskan, a native of Oxford Township and graduate of Warren Hills Regional High School, on the House floor this week for his heroic actions during recent catastrophic flooding in Central Texas.

Ruskan, serving as the only triage coordinator on the scene, helped rescue 165 adults and children from rising floodwaters—his first-ever mission since graduating from Coast Guard rescue swimmer training.

“Scott Ruskan is a true American hero,” Kean said in his floor remarks. “Not only did he answer the call to serve by enlisting in the U.S. Coast Guard, but he displayed incredible courage by risking his life to save others during a time of crisis. I am deeply grateful to Petty Officer Ruskan and to all the first responders and volunteers who put their lives on the line to protect their fellow Americans. We thank you for your service and sacrifice.”

On July 11, Ruskan received the Distinguished Flying Cross from Homeland Security Secretary Kristi Noem for his bravery and quick thinking under extreme conditions.
