County College of Morris trustee Paul Licitra receives statewide leadership award
RANDOLPH TOWNSHIP, N.J. (Morris County) — County College of Morris Board of Trustees Chair Paul R. Licitra has been recognized with the Ronald D. Winthers Trustee Leadership Award, a statewide honor presented by the New Jersey Council of County Colleges.
The award was presented during the 2026 New Jersey Community College Awards and recognizes trustees whose leadership, service and advocacy have advanced the mission of community colleges and expanded educational opportunities for students.
Licitra, a longtime advocate for higher education and workforce development, has played a significant role in supporting County College of Morris and its students, veterans and academic programs.
“I am deeply honored to receive this award, but the true reward has always been seeing students achieve their goals and build brighter futures for themselves and their families,” said Licitra. “Community colleges create opportunities that change lives every day. It has been a privilege to serve County College of Morris alongside dedicated trustees, administrators, faculty, staff and community partners who share a commitment to student success.”
According to CCM, Licitra has been a strong supporter of the college’s Veterans Resource Center, helping contribute to a 194% increase in veteran enrollment since the center opened. A Vietnam veteran, he has advocated for programs and services that help veterans pursue educational opportunities and career advancement.
College officials also credited Licitra with helping secure funding for four facilities that support programs in advanced manufacturing, healthcare and culinary science. The facilities are designed to expand career pathways for students while helping meet workforce needs across Morris County and New Jersey.
In addition to his leadership role, Licitra is known for regularly attending student performances, athletic events and commencement ceremonies.

Iacono, president of County College of Morris. “His dedication to our students, veterans and community has helped shape the college’s growth and success. Whether advocating for transformative facilities or simply showing up to support students, Paul leads with passion, integrity and an unwavering belief in the power of education.”
The New Jersey Community College Awards recognize individuals and organizations across the state’s 18 community colleges for expanding educational opportunities and strengthening local communities.
CCM officials said Licitra’s leadership and advocacy have helped create opportunities for students while reinforcing the college’s role in supporting educational and economic development throughout the region.
