Man accused of taking thousands of dollars for general contracting work, not finishing it in Sussex County

FRANKLIN BOROUGH, NJ (Sussex County) – A man is accused of being paid thousands of dollars by a client for general contracting work last year, that he never completed, according to police.

An officer conducted an investigation which revealed that Troy M. Kays, 50, of Franklin Borough had been paid several thousands of dollars from the victim as a deposit for general contracting work to be done at the victim’s home in August of 2023, police said.

After several months, the work was never completed, and the equipment never arrived at the victim’s home, police said.

Kays was arrested on Jan. 27 and charged with third-degree theft by deception due to the loss being in excess of $500, police said.

Kays was then released pending a court apperneace in accordance with the NJ Bail Reform Act, police said.
