Warren County woman charged with neglect of horse, sheep, ram
WASHINGTON, NJ (Warren County) -A Warren County woman has been charged for allegedly neglecting a horse, a sheep, and a ram, according to the Warren County Prosecutor’s Office.
Andrea DeCarlo, 33, of Washington was charged on April 24 with fourth-degree animal cruelty for failing to provide necessary care for a horse, fourth-degree animal cruelty for failing to provide necessary care for sheep, and fourth-degree animal cruelty for failing to provide necessary care for a ram.
The charges arose when the Department of Agriculture was notified by animal control that a horse appeared to be neglected, authorities said.
The department responded to the report and subsequently visited the property on three separate occasions. The following conditions were discovered, a severely underweight horse with inadequate shelter observed eating hay soaked in urine and feces; several malnourished sheep with little shelter and were exposed to areas containing broken glass and sharp nails; and a ram that appeared to have an injured leg, missing hair and in poor health, prosecutors office said.
Prior to being charged DeCarlo had been given written recommendations about how to remedy the issues, authorities said.
Despite three visits to the property with recommendations to remedy the conditions, no efforts were made to cure the conditions, prosecutor’s office said.
